The objective of the present investigation is to identify, based on international human rights law elements that can strengthen the observance of Human Right to Science and to Education in the Public Research Centers attached to the National Council of Sciences and Technology of Mexico. The methodology will be the classic of the legal field, that is, qualitative with ontological approaches to human rights. In the end, some proposals are enunciated to guarantee the Human Right to Science as a concerted political action inside the CONAHCYT Public Centers.
